Pee Wee Softball 2006 League Rules

ASA (Amateur Softball Association) rules will apply with the following exceptions:

 

1)      A complete game will be 3 innings or 1 hour.  No new inning shall begin after the one-hour time limit.

 

2)      All teams may use an “extra” infielder or “rover”.  This player must begin each play behind second base, out side the base paths until the ball is hit.

 

3)      All players besides the normal infielders and rover will be outfielders.  There will be no players on the bench when their team takes the field.  The outfielders will begin each play “in the grass” and must throw the ball infield for plays.  They cannot run in and make a play.

 

4)      The defensive pitcher must have both feet within 5’ of the pitcher’s rubber when the batter hits the ball. .  If a ground ball is hit to the pitcher, the pitcher is required to throw to first, second, third or home as in normal softball.  The pitcher is not allowed to race the batter to the base or plate.  If the pitcher does race the batter, the runner is automatically safe, even if the pitcher beats the runner to the base or plate.  On grounders hit up the first or third base line, the pitcher is allowed to tag the runner.

 

5)      If the player is out, she’s out. However, “ties go to the runner,” or be generous with anything close. But remember, the girls making the out earned it. Regardless of how many outs in an inning a team gets, all girls will bat each inning.

 

6)       In the interest of safety and fair play, no infielders may be positioned closer to the batter than 5 feet from the 1st/2nd or 2nd/3rd base lines (inside of the bases).

 

7)      Each 1/2 inning will end after all players have had one (1) at bat, regardless of how many outs are made or runs scored.  Under no circumstances will score be kept by managers, coaches, parents, or players, or announced to the players either during or after a game.

 

8)      All players will bat in their assigned order.  If a player must leave before the end of the game, her spot will be skipped with no out recorded.  If a player arrives late and her spot has already batted, she will be placed at the end of the batting order.  If a player misses her spot due to a temporary injury, she may return to that spot without penalty.

 

9)      All batters and base runners are required to wear a batting helmet.

 

10)  When at bat, a team shall have an adult coach at home plate.  When runners are in scoring position, the coach at home plate will be responsible for removing the batting tee from the plate area after each hit ball in case there is a play at home.

 

11)  Batters must come to the “ready” position before swinging at the ball.  Batters must take a full swing.  Bunts or half swings are not allowed.  The tee must be symmetrically placed on home plate when the batter is up.

 

12)  An arc line, approximately 15 feet from home plate, will be chalked on the field between the first and third base lines.  A batted ball will be called foul if it does not cross the arc line either on the ground or in the air.  Any batted ball, which does cross the arc line, on the ground or in the air, will be fair and in play regardless of whether it was a “clean” hit or the bat hit some of the tee.

 

13)  There will be no strikeouts.  Each batter will take as many swings as necessary to hit a fair ball.

 

14)  Throwing the bat is a safety issue.  The first time a player throws a bat in a reckless manner, a warning is given.  If a player throws the bat a second time, that player will be called out.

 

15)  Stealing bases will not be allowed.  No base on overthrows.  Ball becomes dead and play stops when the ball is in the infield.  The infield fly rule and the dropped third strike rule are not in effect.

 

16)  For instructional purposes, two coaches may join their team when they take the field. 

 

17)  Every player must play an infield position a minimum of one inning per game.  Assume most games will only go 2 innings

 

18)   The 1st & 3rd base coaches will act as 1st & 3rd base umpires.

 

19)  The “home” team will be responsible for setting up the field.  They will drag the field, line the field, set the basses, get out the equipment, and provide the “new” game ball.  The “visitors” team will put the bases and equipment away.
