LCYO BASEBALL ALL-STAR SELECTION PROCESS
SPRING SEASON-Adoption year 2002
(all changes from previous years in italics)
1) Scouting: During the season, Managers should identify to other Managers at the start of each game the players they are considering for All-Star nomination so that those players can be evaluated during the game. Note that early in the season the Manager may identify more players than ultimately get nominated.
2) Nomination: One Month (approx. May 1) Before the All-Star Selection Meeting. Managers will be directed to fax, mail, or e-mail to Division Director the names, jersey numbers, and no more than 25 words describing positions played and player attributes, of their All-Star nominees. The names will be placed on a ballot and distributed to all Managers at least two weeks prior to the Selection Meeting, so that all Managers have time to review their scorebooks, scout the players in upcoming games, and prepare for the meeting.
3) Selection: Last Week in May or First Week in June. Managers will meet to select the All-Star teams. Every Manager shall have 1-2 minutes to discuss their nominated players. Every team is allowed one (and only one) representative, and it is strongly advised that this be the Manager
4) Team Composition: Teams shall be formed according to the following criteria, in accordance with PONY Baseball rules which specify that an All-Star team shall be chosen from not more than 10 teams:
PONY Division: One A-team, one "13-yr-old" A-team, one B-team
BRONCO, MUSTANG, PINTO Divisions:
--If > 20 teams, Divisions are split into 2 Brackets (Red, Blue) to start season,
one A-team shall be chosen from each of the brackets, followed by a single B-team
selected from no more than 10 teams from either division
--If < 20 teams, a single Division shall be formed, with one A-team chosen, followed by two B-
teams, with each team selected from no more than 10 teams within the Division (can be
any combination of 10 teams, different All-Star teams may have different combinations of
10)
5) Brief Summary of Process at Selection Meeting:
A) Division Director and Baseball Director review the selection rules
B) Division Director and Baseball Director review Manager Selection Criteria
C) Discussion of Players (Each Manager gets 90 sec to present):
D) All Managers vote for 10 players for each A All-Star Team (Blind Vote)
E) Managers for A-Teams are Nominated, Seconded, and Selected by Blind Vote
F) Each A-Team Manager selects 2 Coaches, Approved by Majority vote
G) Manager/Coaches of each A-team Select 2-5 Additional Players, Approved by Majority Vote
H) Process repeats itself steps (D) thru (G) for the B-team with the following exceptions:
--if a single B-team is to be formed, all Managers vote for 10 players
--if two B-teams are to be formed, all Managers vote for 20 players. Once the All-Star B-team Managers are selected, their children and any players from their league team among the 20 voted players are automatically placed on their own team, and thereafter the Managers alternate picks among the 20 voted players until no players remain.
--after each B-team has 10 players on it, the Managers are allowed 2-5 additional picks from among all nominated All-Stars, in alternating order, but must ensure that their additional picks do not violate the 10-team rule.
6) Details on All Steps in Process During Selection Meeting:
A) Review of Process and Rules:
--the basic rules w are quickly reviewed so all Managers in attendance are clear
on interpretation.
B) Criteria for Manager Selection Reviewed (please vote according to all of these criteria):
--Managers with players already voted onto team should have priority
--Managers within the Division get preference over Coaches
--Sportsmanship and ability to represent LCYO cannot be underestimated
--LCYO past and present support experience should be considered
--Tournament experience- understanding tournament rules and strategy
--Baseball knowledge required for level of play at tournament
C) Discussion of Players:
--Players shall be discussed in order listed on the ballot (Alphabetical by team in each bracket (e.g. Angels-Brewers-Devil Rays-Red Sox, etc)
--Players discussed should ONLY be from those originally nominated to team during mail-in nomination process
--During discussion, Manager should indicate whether player should be considered for A-team or B-team
--Discussion of Memorial Day Tournament experience is permitted, but please be clear that participation on a Memorial Day Team is not an automatic bid to All-Stars
--After each Manager's presentation, others may comment or ask questions.
D) Selection of First10 Players to Each A-Team:
--A blind ballot is taken, with each Manager voting for 10 players for each A-team to be
formed
--In Divisions with two brackets where 2 A-teams are to be formed, Managers vote for 10 players from each bracket (Red, Blue), not just their own bracket (brackets play an interlocking schedule, so input of all Managers is appropriate)
--A tally is taken and the top 10 players automatically make that team
--If a tie exists for the 10th slot, and taking all players would result in 11 making
the team, then all 11 make the team unless the 10-team rule would be violated, in which
case a run-off vote must be taken among the tied players to select the 10th player
--If there would be more than 11 players due to ties, then:
--the players that had more votes than all of the tied players (thru 10th position)
make the team. The 3 or more players tied for the final position(s) are then voted
for again. Each Manager has10 minus the number of players already on the team
votes
--Example: If 8 players make the team and 5 are tied for slots 9-10, then each
Manager will vote for 2 of the 5 tied players (no other players may be written in at
this stage).
--The process continues until there is agreement. Again, if there is a tie of two
players for the 10th position at any stage in the process, then 11 players make the
team and the voting stops, assuming the 10-team rule is not violated (otherwise see
above)
E) A-Team Manager Selection:
--One or more Managers nominated for each A-Team from among the eligible
Managers in that bracket (for Divisions with 2 brackets)
--Managers may not nominate themselves, must be nominated and seconded by
other Managers
--Wherever possible, nominations should be restricted to Managers whose
son/daughter were voted to the team
--Blind vote determines Manager for each A-Team. If only one Manager is
nominated for a given team, a simple majority vote of all Managers is required to
elect that Manager
--If more than one manager is nominated and wants the job, then each will have
up to 3 minutes to give their qualifications according to the criteria set forth above
--A brief question and answer period can follow, then a blind vote is taken
--In Divisions with 2 brackets, Managers from ALL brackets (Red, Blue) shall have a
vote for A-team Manager of every team
--Highest total votes wins, in case of a tie there is a run-off between the tied Managers
F) Selection of A-Team Coaches by Manager with Approval by All Managers:
--The Manager proposes two coaches (three for PINTO division only)
--Preference should be given to: Division managers with children already on that
team, other division managers whose children can be added to fill the team, and
coaches within the division, IN THAT ORDER!!
--Managers have a discussion on the selections and a simple majority vote is
required for each Coach to make the team
--In Divisions with 2 brackets, Managers from ALL brackets (Red, Blue) shall have a
vote for Coaches of every team
G) Selection of Remaining Players to Fill out A-Teams:
--The Manager and Coaches may take 5 minutes in private and then recommend players
to the entire group for the remaining 2-5 slots (12-15 players per team MAX)
--Players selected must come from remaining nominated players in that bracket
--There can be a brief open discussion
--The entire group votes openly on each player, and a simple majority is required
--Prior to nomination, each Manager must determine the availability of all their
nominated players to participate in all practices and tournament play during the months
of June, July, August. If the player will be on vacation or otherwise unavailable during
some portion of that time period, and the player was voted or selected to an All-Star
team, then the information on availability must be made known to the Manager of the
All-Star team so they may plan accordingly.
--A voted player may not be dropped from the team by the Manager, but Manager may
choose to select additional players (beyond the minimum of 12) in light of planned
absences of one or more voted players
H) Selection of B-Team Players, Manager, Coachesi n Division with Two Brackets and a Single B-team:
--for divisions with a single B-team, the process repeats itself steps (D) thru (G), players may be voted or selected from either bracket so long as the 10-team rule is not violated.
--Note: --Announcement of B-team roster is not made for 48 hr, until A-team Managers have confirmed and finalized their rosters
I) Selection of B-Team Players, Manager, Coaches in Divisions with One Brackets and a Two B-teams:
--for divisions with two B-teams, the process repeats itself steps (D) thru (G), with the following additions:
--Managers vote for 20 B-team players in step B
--Two B-team Managers are voted in Step E.
--Each B-team Manager then selects his Coaches in Step F.
--Step F.1: After Managers and Coaches are selected, the children of the Manager and Coach are automatically placed on that B-team, if the Manager's or Coach's player(s) was not among the 20 voted to the team, then placing that player(s) on the team shall constitute a Manager's selection, with the understanding that approval of the Manager/Coach by the majority of Managers also automatically approved the placement of their player(s) on the team
--Step F.2: All-Star Managers then pick from the 20 voted players until all players among the 20 have been selected. A coin-flip shall decide who picks first, with picks alternating thereafter.
--After all 20 voted players are placed on a B-team, the Manager then has 2-5 remaining picks as in Step G. If one or more players who was not among the 20 voted players was already placed on the team in Step F.1, then the number of Manager selections remaining shall be reduced by that amount.
--As always, the 10-team rule must be followed in filling out the B-teams. If the Manager's or Coach's players were not among the voted 20, this could create a situation where a Manager is unable to draft a player from among the voted 20 due to potential violation of the 10-team rule.
--Note: --Announcement of B-team roster is not made for 48 hr, until A-team Managers have confirmed and finalized their rosters
G) All-Star Team Rosters are Final
--Whether voted or selected, once a player has been placed on an All-Star roster they may not be removed by the Manager or Coaches for any reason. However, any LCYO Code of Conduct violation by a player may be brought to the attention of the Division Director and Baseball Director, who will use established LCYO guidelines (distributed to all players/ parents at start of season) to determine whether suspension or expulsion of the player should be recommended to the Board of Directors
--If a player is lost from the roster due to injury, player's choice to quit team, or expulsion for Code of Conduct violations, the Manager shall have the right to select an additional player from among the list of nominated players within their bracket, with approval of Division Director and Baseball Director
--note that PONY rules specify that once the first round of tournament play begins, NO ADDITIONAL PLAYERS may be added to a roster, even for subsequent rounds of tournament play, except in case of player injury. Any replacement player added to a roster after tournament play begins may not already have been listed on any other All-Star roster (ie A-team may not "pull" a player from B-team roster once tournament play has begun)
--note also that once PONY tournament play begins, a PONY All-Star player may not play in any other tournaments (including Little League, AABC, USSSA, Super Series, Triple Crown, AAU, etc) for the duration of his team's participation in PONY All-Star play.
